Jacaranda Ponds, Glossodia: Hawkesbury Council support Celestino plans for 580 homes
The fate of plans to transform a handful of rural properties in Sydney’s west into a masterplanned community featuring close to 600 homes will be determined by the NSW Planning Department.

A masterplanned residential estate filled with close to 600 homes in a rural community in the Hawkesbury is one step closer to becoming a reality, after council submitted plans to be decided on by the NSW Planning Department.
The Celestino planning proposal to transform 11 rural properties into hundreds of homes in the Jacaranda Ponds estate at Glossodia was submitted to the department by Hawkesbury Council last month.
The planning proposal, which was first taken to council in 2012, earmarks the construction of a total of 580 homes at a massive site in Spinks Rd, Glossodia.
A planner for the development said the masterplanned estate would “deliver a community that is more liveable, resilient and is better connected to the existing Glossodia community”.
“Rather than just being another typical residential subdivision, the vision for Jacaranda Ponds is focused on creating a real community extending on the existing Glossodia community,” the planner said.
“Where people can enjoy an affordable yet high amenity lifestyle, and a place that people are proud to call home.
“The visioning, planning and design process undertaken to produce the Proposed Concept Masterplan placed strong emphasis on applying best practice community design principles in terms of liveability, placemaking and resilience.”
Plans revealed the masterplanned community would include a massive lake, pedestrian and cycle paths, village green, picnic areas and playgrounds.

Hawkesbury councillors called for the NSW Government to issue a Gateway Determination for the proposal when it meets to decide the fate of the multimillion-dollar plan.
“The subject site is located immediately adjoining the existing Glossodia Residential Community, which is the second largest residential community west of the Hawkesbury River,” a council planner said.
“The proposed rezoning will result in an overall increase of 51.9ha of Low Density Residential land.”
