The Blacktown CBD will undergo a dramatic transformation over the next decade as the city steps into the 21st century with its multibillion-dollar renewal plan.

High-rise towers will dominate Blacktown’s skyline as the city pushes ahead with its 20-year plan to revitalise the CBD.

The city’s urban renewal strategy, as outlined in Blacktown Council’s local environment plan, is full-steam ahead, with plans progressing on $600 million worth of high-rise development between Main St and Third Ave.

The investment will see the construction of Blacktown CBD’s first university campus, four-star hotels as well as new shopping and dining precincts.

Residential developments like the recently-completed Altitude Tower are set to shoot up around the CBD, with at least five multistorey buildings awaiting construction after receiving planning approval.

The Altitude Tower kickstarted the transformation of the city’s skyline in 2015 and stands as Blacktown’s tallest residential building. The 24-storey tower at 28 Second Ave was completed last year and could soon be joined by three neighbouring high-rise developments.

There is momentum in Blacktown Council’s Warrick Lane redevelopment, with demolition at the former Blacktown Mall site completed in August. Main construction work is underway, with a new 450-space underground car park set to open late next year.

Blacktown will soon be home to an ACU campus, with an interim campus set to open at 22 Main Street next year and construction to begin on a permanent campus (anticipated opening 2024) in the near future.

Joining Altitude at 1-7 Second Ave is Belysa, a 19-storey residential apartment tower currently under construction. The building is expected to be completed this year and will house 123 apartments.

The Inspire building is set to be a prominent feature on the Blacktown horizon in the near future after approval for the 20-storey development was granted for 29-31 Second Ave. The $30 million mixed-use development will incorporate 181 apartments and 690 square metres of commercial space.

Blacktown will also be home to a new 19-storey residential tower at 2-8 Second Ave after approval of a mixed-use development. The $80 million project will include 276 apartments across two buildings, 17 and 19 storeys tall.

The CBD transformation is expected to continue with plans for a $137 million development at 5-19 George St currently before the council. If approved, the 15-storey building would stand adjacent to the railway line and incorporate a split 14-15 storey top-shop development, with 227 apartments, a childcare centre, supermarket and space for up to 14 shops.

Blacktown could welcome a new luxury hotel in the coming years if plans for a $17 million development in First Ave are given the green light.

The development at 17-21 First Ave would see the demolition of the existing Asian supermarket site, Good Luck Plaza, to make way for 227 hotel rooms and 100 serviced apartments. If approved, it would rival Altitude’s 24-storey tower.

Plans are progressing on a nearby development at 2-10 First Ave after the proposed 18-storey residential tower was approved. The $54 million mixed-use development will include 160 apartments and two levels of retail space.

Third Ave will undergo its own transformation, with two high-rise towers awaiting construction. Plans for the 18-storey Vision tower at 10-14 Third Ave have been approved by the planning panel. Once completed, the $42 million development will combine 16 storeys of residential apartments with ground-floor retail space and a childcare centre on the second floor.

Next-door at 16 Third Ave, initial works are progressing on an 18-storey residential tower with 92 apartments.
