NSW Treasurer Dominic Perrottet has delivered on his first state Budget, revealing a billion dollar spending bonanza on health, schools and roads, but how does it affect you? Our five-minute guide gives you everything you need to know.

 

 

 

SURPLUS/NET DEBT

 

► Record $4.5 billion surplus

► $73 billion spend on infrastructure over four years.

► Close to zero net debt - the best result since 1996/97.

 

 

HEALTH

 

 

► $720 million to upgrade Randwick (Prince of Wales) Hospital.

► $632 million to upgrade Campbelltown Hospital

► $550 million to upgrade Nepean Hospital

► $341 million upgrade to Concord Hospital

► $100 million for palliative care, including funding for new specialists and to train 300 nurses and allied health staff.

► 300 scholarships to boost skills in the field of palliative care.

► Almost $7 million on services in Western Sydney that will include a 24-hour, seven day a week on-call specialist palliative care service at home.

► $50 million to upgrade Tweed Hospital, including bigger emergency department.

► 55 extra specialist nurses and midwives, 30 clinical health support workers, 15 medical specialist training positions and five rural GP training spots.

► A new $100 rebate for “activite kids rebate”. Families will be able to claim the money from January 1 to pay for registration and membership fees for swimming lessons and other sports classes.

 

 

EDUCATION

 

 

► $6 million for a new anti bullying scheme in NSW schools, replacing the controversial Safe Schools. $56 million to help children suffering from problems with mental health.

► Extra 1000 teachers

► More than 120 new or upgraded schools

► $435 million childcare package, including $217 million to reduce childcare fees up until 2021.

TRANSPORT AND ROADS

 

► 446 new or replacement buses, costing $170 million. $10 million for extra ferry services to and from Parramatta.

 

► $6 billion for WestConnex motorway and Sydney Metro train line.

► $40 million to start planning three new motorways - the M12, M9, and M6.

► 134 new buses

► $1 billion for new Western Sydney roads

► $200 million improving accessibility to public transport, including key measures for disabled people.

► Funding to start planning: Western Metro rail line, second harbour road tunnel, northern beaches tunnel.

 

 

HOUSING

 

► Stamp duty scrapped for first-time buyers purchasing new and existing homes worth up to $650,000.

► Stamp duty discounts for first-time buyers purchasing new and existing homes worth up to $800,000.

► Stamp duty on lenders’ mortgage insurance abolished.

► Stamp duty for foreign property buyers doubling from 4 per cent to 8 per cent

► Land tax to be raise for foreign property buyers.

► Growth in house prices expected to “moderate”. Spending on sofa and soft furnishings expected to increase because of new homes on the market and population growth.

 

 

SMALL BUSINESS

 

► Three tax cuts for small businesses with a turnover of $2 million or less. These companies will be exempt from paying duties on insurance for commercial vehicles, professional indemnity and public liability from Jan 1.

 

FARMERS

 

► Duty on crop and livestock insurance being abolished for farmers.

 

REGIONAL INFRASTRUCTURE

► $1.3 billion regional infrastructure funding. Money will be spent on things like playgrounds, bike paths, sports facilities and community centres.

 

POLICE

► 40 extra officers

 

JUSTICE

► $47 million for new “mini max” prison for dangerous inmates, including terrorists.

 

 

FAMILY AND COMMUNITY SERVICES

► $63 million for new casework support officers.

► $27 million to combat radicalisation in jails. $62 million for offender management and to reduce adult reoffending rates. $4.8 million to keep kids out of jail (expansion of the Youth on Track programme).

► $20 million over four years to tackle homelessness.

 

 

ART

 

► $244 million to expand the Art Gallery of NSW
