Police: Wife murderer Thomas Keir should be deported back to England

Thomas Keir murdered his first wife, his second wife was found strangled and burnt in their bed – and now the cop who put him behind bars is calling for him to be deported.

Retired policeman Peter Seymour pursued Keir for the murder of his first wife Jean, who disappeared in 1988.

Keir, who is not an Australian citizen, was convicted in 2004 but released in 2019 with a two-year supervision order, which has now expired.

The Supreme Court last week refused to impose a fresh order despite disturbing behaviour that included Keir masturbating naked at his front door in Kingsford.

“Why is he still in Australia? He has ticked all the boxes for someone who should be ­deported, he has committed murder,” Mr Seymour said.

Under the Migration Act, people who commit serious crimes can be deported.

Keir maintained Jean had run away in 1988 and filed a missing person’s report but then his second wife Rosalie was found strangled and burnt on the bed in their Tregear home in 1991.

At the scene, then Senior Constable Seymour recognised the address as the same one as the missing person’s ­report for Jean – and realised he was dealing with either a ­serial wife killer or the world’s unluckiest husband.

“We have a dead second wife and a missing first wife, we’ve got a huge problem here,” he recalled saying.

Keir was charged but ­acquitted of Rosalie’s death.

Seymour and his team ­excavated under the house and found seven small fragments of human bone. It took almost a decade for DNA technology to catch up but they were eventually identified as Jean Keir, just 24 when she disappeared.

Jean’s mother Christine, who passed away three years ago, gave testimony about Keir’s possessive behaviour, which included cropping photos of her daughter that ­revealed too much skin.

In 2000, Seymour got his man when he was found guilty of Jean’s murder but Keir ­appealed twice until finally, in 2004, he was sentenced to 22 years with a 16-year non-parole period. The family was told that once he was released in 2019 the British citizen would be deported.

“He was supposed to be deported. I can’t understand why (not), when he has committed a murder and served over 20 years. Under the guidelines he’s supposed to be deported. He is not an Aussie, he is British,” Mr Seymour said.

“As soon as he got out, he got into trouble at a nudist beach and ended up getting an extended two-year supervision order against him, which they only just recently ended.

“At his sentencing, his own forensic psychologist said although he would not present a danger to the general community, he would with any woman he formed a relationship in the future.”

Shortly after Keir’s release in 2019, a package arrived at Fiona Strachan’s home. Fiona is Jean’s younger sister.

“I received a package in the mail and it was a bracelet he had given my sister Jean. I went straight to the police but after three or four months the police said there were no leads that led to him,” she said.

“I think it definitely came from him … the engraving with his name on the top and Jean’s underneath.

“I’m not sure he is out for revenge with us, but I feel the safety of some other woman is at stake. I think it would be great if he was deported but if he goes to another country, who is going to suffer for it?”

The state government applied to the Supreme Court for a second extended supervision

order earlier this month, presenting evidence Keir had wandered around the Kingsford housing complex naked, had exposed himself at the front door of his house, had visited a nudist beach and watched online naked yoga and upskirt videos. The Supreme Court refused the order.

The Home Affairs Department would not comment on why Keir had not been deported.

“The department does not comment on individual cases,” a spokesman said.
