A NSW man given bail after being charged with five counts of sexually assaulting a teenage girl has been arrested for allegedly assaulting another young girl.

Police said the man was stopped by police at 1am yesterday in the Newcastle area with a 13-year-old girl and a 16-year-old boy in a car.

The teenage girl then informed police the driver had sexually assaulted her.

The man had been arrested in April this year on a raft of child sex charges including having sex with a person aged 14 to 16, possess child abuse material and impersonating a police officer.

The arrest comes after convicted rapist Anthony Sampieri, 54, was arrested on Sunday and charged over the alleged horrific assault of a seven year old girl at a Kogarah dance studio 11 days ago.

The Daily Telegraph has exclusively revealed a string of missed opportunities by authorities to revoke Sampieri’s bail before the alleged attack.

Premier Gladys Berejiklian was asked if the parole laws were adequate in light of the latest incident.

“We do everything to keep community safe,” she said.

“We do have the toughest laws in the nation. If there’s more we need to do we will. Our absolute priority is to make sure that people who should be behind bars are there.”

The 28-year-old man arrested yesterday allegedly began grooming his victim in January this year and was arrested and charged in July where police opposed bail.

On July 24 and again on September 12 he was denied bail by Griffith District Court but four weeks ago was granted bail in the NSW Supreme Court and ordered to appear again in Griffith court but he failed to appear on October 10. The children found with him yesterday were taken into the care of police.

The man was refused bail and is due to appear at Toronto Local Court today.

Detectives from the Child Abuse and Sex Crimes Squad were notified after the 13-year-old girl disclosed she had allegedly been sexually assaulted.

Detectives charged the man with aggravated sexual assault – victim under the age of 16 years, procure child under 14 years for unlawful sexual activity, and breach of bail.

Police will allege in court the man sexually assaulted the girl at a home in the Lake Macquarie area after meeting and speaking on a social media application for 12 months, prior to meeting up.

Investigations are continuing.

The Child Abuse and Sex Crimes Squad is comprised of detectives who are specially trained to investigate matters against children and adults, including sexual assault, serious physical abuse, and extreme cases of neglect.
