Convicted rapist Anthony Sampieri has been charged over the horrific sexual assault of a seven-year-old girl at Kogarah. The Daily Telegraph can reveal Sampieri was not made to wear electronic monitoring tag. HERE ARE THE RAPIST’S LIST OF FRESH CHARGES.

The convicted rapist at the centre of the alleged horrific sexual assault on a seven-year-old girl at Kogarah is today facing a raft of charges over the incident.

Anthony Sampieri has been charged with sexual intercourse — child under 10, two counts of wounding or grievous bodily harm with intent, and aggravated kidnapping, attempting, or assaulting with intent to have sexual intercourse with child under 10.

He’s also facing charges of choke person intend to commit indictable offence, use child under 14 to make child abuse material, two counts of aggravated act of indecency being filmed, aggravated indecent assault and assault occasioning actual bodily harm.

As the Daily Telegraph revealed today Sampieri was not made to wear electronic monitoring tag, figures revealed that eight out of every 10 paroled sex offenders are not being monitored with GPS electronic tags. There are currently 493 sex offenders on parole but only 64 are being monitored.

Yet despite authorities only knowing exactly where just 13 per cent of the creepy perverts are at any one time Prisons’ Minister David Elliott yesterday claimed the community was safe.

“The NSW Government has reformed parole to ensure community safety is the paramount consideration for all decisions of the independent State Parole Authority,” he said.

His comment came as convicted rapist Sampieri, 54, was arrested on Sunday and charged over the alleged horrific assault of a seven year old girl at a Kogarah dance studio 11 days ago.

Since the attack he has been under Corrective Services guard in hospital receiving treatment for liver cancer and injuries from the two men who stopped his 30-minute attack on the girl — one of whom he slashed with a knife.

The Daily Telegraph has exclusively revealed a string of missed opportunities by authorities to revoke Sampieri’s bail.

Parole officers did not revoke his parole when he told them he was using the drug ice and police did not arrest him when he was reported for making obscene phone calls just weeks before the Kogarah attack.

The sex offender was not wearing an electronic tag at the time of the alleged assault on the young girl, who he tied hand and foot in toilet cubicle.

Mr Elliott said: “From the evidence I’ve seen I’m not convinced an ankle monitor would have stopped the offence. An ankle monitor just monitors where he is and his location and from what I understand there was no restriction on where he was.”

Mr Elliott said the decision on tagging was not his.

“From what I understand there was no reason for the parole board to give him that sort of ankle monitor,” he said.

“But that is a decision for the parole board I can’t instruct them to put an ankle monitor on him.”

Mr Elliott has launched an investigation into how Sampieri was released on parole in September last year for what a judge called a “terrifying” sexual assault of a 60-year-old woman in 2012.

He said the investigation “will inform” possible changes to the rules on tagging sex offenders.

In addition to tags he said “offenders may also be subject to strict conditions in relation to their housing, movements, accommodation, employment, curfews, communication and other aspects of their life.”

A Corrective Services spokeswoman said, of 6600 parolees under supervision, 493 are sex offenders. Of those 64 have electronic tags.

“Parole supervision, even with electronic monitoring, is not a guarantee that a person will not reoffend. Electronic monitoring shows where a person is but not what they are doing,” she said.

Sampieri remained at large despite a number of warning bells. He told his parole officers in September he was using the drug ice again but they did not revoke his parole.

NSW Police Commissioner Mick Fuller has launched an investigation into why a leading senior constable at Kogarah Police Station did not charge Sampieri last month with making an obscene phone call when it was reported by a female store owner. The officer has been suspended.

Mr Fuller said Sampieri should have been charged after the police computer system alerted the officer that the convicted sex offender was on parole.

Mr Fuller said whether Sampieri had a GPS tracker on or not was irrelevant.

“Should he have been on parole? Should he have got a longer sentence than six years for the crime? I mean,” Mr Fuller said.

“I can waste hours thinking about that. My number one priority is making sure that Sampieri dies in jail.”

“And I will make sure that all the evidence that goes before the court makes sure we never see him back on our streets again.”

NSW Opposition Leader Michael Daley said the use of GPS electronic tags would be subject to a full review if Labor wins the next election.
