The report was commissioned by Lismore City Council after nearby businesses and community members witnessed "a number of life-threatening incidents" when pedestrians and cyclists attempted to cross the busy road.

The consultant found there was a high probability of a major accident at the intersection and the situation needed to be addressed urgently.

"The lack of formal pedestrian crossing facilities at the intersection is recognised as one of the key, high-risk issues identified as part of the road safety audit," the report said.

"Installing a pedestrian refuge ... would not meet existing and future needs of all pedestrians, particularly the mobility impaired."

"To address the identified pedestrian safety issues, the installation of traffic signals at this location is recommended."

The report also suggested a number of minor modifications near the intersection of Dawson St.

A marked pedestrian crossing in front of City Hall was removed several years ago and are now longer approved by the RTA for multi-lane roads.

The council's Traffic Advisory Committee, which meets this week, is expected to ask the council's executive director of infrastructure services to discuss the issue with the RTA.
