The RSPCA has launched an investigation after a woman was captured on camera in an act of “blatant animal cruelty” in an upmarket Brisbane suburb.

The RSPCA has launched an investigation after a driver was captured on camera walking a dog on a lead while driving a car.

Jennifer Vines took to Facebook to detail the incident on Quay St at Bulimba after it was reported to the Queensland branch of the animal welfare organisation.

She later said the car was travelling at an estimated 30kmh at one stage.

“I was saddened to see blatant animal cruelty last night (Thursday) on my way home from pilates. A lady driving her car with her dog on lead outside of the car!” she wrote.

“Another couple had stopped her when I approached the situation and I got out to see what was going on.

“I asked her why she was doing this and she said because her dog would not get in the back seat!”

Ms Vines said she and the couple told the woman behind the wheel “she could not continue to drive like this and we were happy to take her dog overnight”, but the woman asked to be left alone.

“We ended up waiting until someone came to meet her and drive her car and then she started to walk her dog home,” MS Vines said.

“I reported this to my connections at RSPCA. So cruel.

“The dogs name is Eddie and I was giving it lots of pats and love as it seemed very fragile.”

Ms Vines said the dog – which appears to be a rottweiler – “had markings on his jawline too” and was “timid”

Commenters on the Facebook post were shocked by the revelation.

“Appalling of that women, she does not deserve the dog,” a woman wrote.

Another woman said: “I applaud you for reporting this supposed pet owner.”

“Such cruelty should not exist this day and age. I am deeply saddened that any pet or animal is subjected to this type of treatment,” she said.

The RSPCA has received a complaint, a spokeswoman confirmed.

Investigations were underway on Friday morning.

Ms Vines said it was “ridiculous” to see a pet treated in such a way and she was pleased the incident was being investigated.

She hoped the RSCPA would seize the dog for rehoming.
