Blair Stenner: Ipswich masturbator guilty of indecent assault

An Ipswich man in his twenties has been sentenced for revealing himself to a young girl in a sick daylight display, the fifth one he’s targeted. WARNING – DISTURBING.

An Ipswich man in his twenties has been sentenced for masturbating in front of a 12-year-old girl in broad daylight, the fifth time he has subjected young girls to his perverted public displays.

Brassall man Blair Peter Kenneth Stenner, 26, pleaded guilty in Brisbane District Court on Wednesday to one count of indecent treatment of a child under the age of 16 by exposure.

The court heard the offence occurred about 3.30pm on August 6, 2019, at a street in Inala.

Stenner approached the 12-year-old girl and placed his hands down his pants to expose his penis and masturbate as he walked past her with a “smile”.

The girl ran to her grandmother’s place and Stenner was not immediately able to be located.

He was subsequently arrested and interviewed by police after his victim saw him driving around in his vehicle.

Stenner’s victim had become an “unhappy girl” following his disgraceful act, the court heard, becoming sleepless, requiring taxis or Ubers to get to and from school and the shops, and frequently locking herself in her room.

The court heard Stenner, who had an undiagnosed condition of paraphilia, uncontrollable sexual urges, had previously masturbated in front of four other teenage girls.

On December 9, 2014, Stenner was placed on 12 months’ probation by Ipswich Magistrates Court for three charges of performing an indecent act in public.

On that occasion, Stenner lurked in a thoroughfare leading to a high school and masturbated over female students as they walked past.

Two of his victims were aged 17, while the other was just 13 years’ old.

On all occasions he exposed his erect penis, while the 13-year-old girl was followed for a period of time.

In addition to the probation order, he was also issued various fines.

Stenner was again back to his hairy-palmed ways in late 2016.

On February 2, 2017, Stenner was again placed on probation, this time for two years, for repeatedly driving past a teenage girl, yelling out, “Nice arse” twice, and returning a third time to masturbate.

Barrister Dan Boddice acknowledged Stenner’s criminal history was of “extreme concern”.

However, he submitted that as Stenner’s condition of paraphilia was undiagnosed during his previous two probation orders, he had not been afforded targeted programs to help control his deviant urges.

He noted Stenner, a father-of-two, had good family support from his wife, who was aware of his dirty habit.

Judge Katherine McGinness placed him on three years’ probation conditional on him performing sexual offender programs.

A conviction was also recorded, meaning he will be a reportable sexual offender for the next five years.
