Developer’s call for Brisbane City Council to scrap Wynnum Manly Neighbourhood Plan

The people behind what would be a bayside suburb’s biggest ever residential development have called for a neighbourhood plan, more than a decade old, to go so a $130 million project can get the green light.

Developers have called for a neighbourhood plan, established more than a decade ago, to be scrapped as they look to move with “change” and urbanise Brisbane’s bayside.

It was announced last week HamBros Pty Ltd submitted a development proposal to the Brisbane City Council for a $130 million, 27-storey, 278-apartment residential complex in the Wynnum CBD.

The project would tower over any other development on the bayside but most importantly, would exceed the limits allowed by the Wynnum Manly Neighbourhood Plan – which the people behind the project want urgently reviewed.

The Wynnum Manly Neighbourhood Plan was established in 2009 and allows for developments up to five storeys in some areas of Wynnum Central and projects up to eight storeys in other areas.

Since the plan came into effect, there are now three, nine-storey storey blocks and nine, six-storey buildings in the area but these developments have entertainment areas on the top levels, which is allowed.

After submitting the proposal for 74 Charlotte St, Wynnum, HamBros director, Justin Ham, said the plan needed to be changed to cater for the dramatic change the suburb’s demographic and property market has seen in recent years.

Mr Ham said he believed Wynnum would be left behind if the plan was not changed.

But the council said there were no immediate plans to review the Wynnum Manly Neighbourhood Plan.

“Brisbane is constantly changing and we work tirelessly to ensure our neighbourhood plans adapt to accommodate growth while protecting the look and feel of our suburbs,” Brisbane City Council’s Civic Cabinet Chair for Planning, Adam Allan, said.

“Our award-winning neighbourhood planning process puts community engagement at the forefront of planning for the future of our city.

“The current neighbourhood planning process allows for three separate opportunities for residents to have their say on the future of their suburb which is more than is mandated by the State Government and is promoted as a model for other local governments in Queensland to use.

“Each neighbourhood plan takes between two to three years to deliver and looks at a vision of up to 20 years.”

In response, Mr Ham said the plan had proved ineffective due to the lack of the development within the immediate Wynnum CBD area (marked in pink in the above picture) in the 13 years since it was established.

“The Wynnum CBD cannot be left for review for another seven years,” he said.

“As was shown in the federal election, inactivity in reviewing community sentiment is not what the community wants.

“The property market, both residential and commercial, has changed dramatically since 2009.

“We invite Councillor Allan to start a process of community consultation and we will work in conjunction with council to complete this.”

The project is currently being assessed by council.
