New PDA plan for Bowen Hills focus on homes, open spaces for growing population

Changes to the Priority Development Area planning scheme are set to transform this noisy and generally unappealing inner-city suburb and ultimately see 23,000 ‘diverse’ new homes, high streets, entertainment areas, walkways, cycleways and parks.

CHANGES to the Bowen Hills Priority Development Area planning scheme will allow for a future inner-city population boom.

Minister for State Development, Manufacturing, Infrastructure and Planning, Cameron Dick said the scheme would guide future development of the 108ha inner-city area.

“New building heights have been established in some precincts to reflect existing approvals ... the scheme for the PDA provides for the long-term growth of around 23,000 new homes and one million square metres of commercial, retail and industrial floor space,” he said.

Mr Dick said it included new walkways, cycleways and parks to promote active travel and healthy outdoor lifestyles.

The Bowen Hills PDA is located three kilometres from the Brisbane CBD and is bound by

Bowen Bridge Road and Enoggera Creek to the west, Mayne Rail Yards and Breakfast Creek to the north, Water Street and St Pauls Terrace to the south and Breakfast Creek, Cintra Road and Markwell Street to the east.

Landmarks within the PDA include the Brisbane Showgrounds, the Old Museum, Perry Park, Bowen Park, the Exhibition Railway Station, and the Bowen Hills Railway Station.

Neighbouring Albion Exchange developer Geon Property’s Tim Rossberg said with 400,000 people moving to Brisbane within 20 years it was critical that planning for the region adapted to this growth

Mr Rossberg said the changes announced by the State Government last week favoured housing diversity, improved sustainability and more open space.

“These are all elements which Geon Property has very carefully factored into its design approach for Albion Exchange,” Mr Rossberg said.

“We know from our conversations with community members that these elements are very important when it comes to supporting healthy outdoor lifestyles, housing diversity, vibrant entertainment precincts and prosperous retail and commercial areas.”

The $750 million, 10-stage neighbourhood village includes childcare, health care, education, retail, food outlets, retirement and residential apartments.

Mr Dick said the original Bowen Hills development scheme, now 10 years old “has been updated to reflect contemporary planning policy, community expectations and market requirements”.

“New building heights have been established in some precincts to reflect existing approvals, and new standards of sustainability, communal space and housing diversity are also incorporated throughout the PDA,” he said.

“The scheme for the PDA provides for the long-term growth of around 23,000 new homes and one million square metres of commercial, retail and industrial floor space to facilitate business investment and create jobs.”

He said the public spaces would be “coupled with retail high streets, ground-level businesses and a lively entertainment district for residents and visitors to engage in work and leisure”.

“New developments in the PDA will be required to achieve best practice sustainability accreditation and demonstrate industry-leading green initiatives including electric vehicle charging and better energy, water and waste management systems.”

Member for McConnel Grace Grace said the development scheme appropriately managed new development and provided the community with certainty about what to expect for new development in their neighbourhood.

The amendments were approved on June 21, 2019.
