Glenvale health precinct: Developer Rob Weymouth proposes NDIS, allied health facilities at Toowoomba site

A $25m project to boost disability and allied health services in Toowoomba has taken a big step forward. Find out when construction could start.

NDIS needs to be ‘fair’ and ‘sustainable’

The next stage of a $25 million health and disability precinct in Toowoomba’s western suburbs has been presented to council.

Developer Rob Weymouth has lodged plans to build the first part of an “integrated medical and residential precinct” on an L-shaped block on the corner of South and Greenwattle streets in Glenvale.

The project would create 31 units of “specialist disability accommodation” on the site as well as a community centre and an allied health hub featuring 15 clinic rooms and physiotherapy and rehabilitation facilities such as a gym, pilates room and pool.

“The National Disability Insurance Agency anticipates that ‘30,000 people with a disability will receive SDA funding by 2025, yet only 19,358 have been approved’ as of October 2022, representing a significant shortfall of SDA provision across Australia,” the planning report presented to Toowoomba Regional Council said.

“These buildings are proposed to be connected via pedestrian pathways to limit impact of vehicles and promote pedestrian movement throughout the development.

“The proposed Community Centre building is not intended to be open to the public.

“The building will be for residents of the SDA for recreation and, occasionally, visitors and family members for the purpose of communal dining and recreation activities.”

Mr Weymouth had been approved in August for an adjoining medical centre and a variation request for the balance of the lot, covering the new proposal.

He told The Chronicle he now had a tenant handling both portions of the project, creating a “one stop shop” for people on the National Disability Insurance Scheme.

“We’ve got a great tenant ready to go and they want to start on-site soon — all we need is the green light from the council,” Mr Weymouth said.

“Now we’ve progressed with our tenant, we’ve locked in exactly what our tenants want underneath our existing variation approval.

“We’ve create a one-stop shop for health in Glenvale.”

Mr Weymouth said he was hoping to start construction on the project as early as February, depending on the assessment period with the council.
