COUNCIL candidate Brady Sullivan has conceded defeat to businessman Terry Landsberg for the hotly contested seat of Division 2.

The latest Electoral Commission of Queensland results, as of 5.49pm last night, showed Mr Landsberg had a 332-vote lead.

However, Mr Sullivan's estimate was more like 450.

The pair went neck and neck to take over the vacated seat previously held by deputy mayor Tim Dwyer.

Mr Sullivan said he had congratulated Mr Landsberg and wished him the "best of luck".

On Sunday morning, Mr Landsberg said he was "happy" with the latest results but wished to wait until the count was official.

It's expected to be declared by the ECQ either tomorrow or Wednesday night.

"I definitely feel like we did all we could, obviously it is disappointing to not get the result you want but I stayed true to myself and can take heart in the result," Mr Sullivan said.

"I put a lot of effort in over the past 12-18 months but that's how democracy goes.

"Terry ran a great race and is a really nice guy. I hope he goes well."

Mr Sullivan said he felt for the new councillors in a way, given the unprecedented challenges of the COVID-19 pandemic.

"It's certainly uncharted waters so it will be a difficult time for all," he said.

As to his next move, Mr Sullivan said he had been presented with "opportunities" that he was passionate about but would "wait and see".
