Development plans for WIN TV studios site on Dean Street, North Rockhampton

After laying vacant for a decade, new plans have been proposed by a Rockhampton developer for a former television studio facility.

Plans for a 64-unit affordable and energy efficient $20 million housing development have been revealed for the former WIN Television studio site at 192 Dean Street in North Rockhampton.

Rockhampton developer John Kele of Kele Property Group purchased the property in late 2021 after the 2.5 hectare went on the market earlier that year.

The site had been vacant since 2012 when WIN moved into an office in the CBD and an arson destroyed the building in 2016.

A new development application for the property - to be called Sanctuary Estate - was filed with Rockhampton Regional Council this month by Gideon Town Planning with renders from Design + Architecture and reports from McMurtie Consulting Engineers.

The project would be the largest unit development on the northside and looks to provide affordable housing.

The proposed plans include eight one-bedroom units, 28 two-bedroom units (of which 14 are two-storey) and 28 three-bedroom units, to be developed around an internal access driveway and open space area.

The dwellings are contemporary with pitched roofs and verandahs with cladding and timber elements.

Each unit has a backyard and private open space and will be landscaped with shade trees, shrubs and turfed areas.

There are 127 on-site parking spaces with covered spaces at the units and a general car parking area.

The development also has a focus on being energy efficient as solar panels are to be supplied to be each unit.

A communal recreational space includes a BBQ area, park and walking track.

The development has a total site cover of 29 per cent and a 1.8 metre solid timber fence is proposed along the side and rear property boundaries.

The site has frontage onto Edington Street and Stamford Street, along with Dean Street.

Dean Street would be retained as the only entry and exit for vehicles, via a new sealed driveway.

The planning report notes the proposed development suits the low-density residential zone and the site is close to major community facilities.

“The proposed development ensures that the dwellings are utilised as long-term accommodation and are compatible with the needs of the demographics within the area,” the report states.

“The proposed development is well integrated into the surrounding streetscapes by incorporating similar built form, shapes, and colours into the development design.

There are provisions for casual surveillance with six dwellings facing Dean Street alongside a single-access driveway to ensure the development is secure.

A commercial development was proposed on the site back in 2014 for a Coles supermarket, bakery, restaurant and newsagency but was not met with support by neighbours or council.

Kele Property Group has completed many developments in the region, including PennyCove; a 19-unit development in The Range, which is under construction; Savon Villas on Upper Dawson Road; The Garden Villas on Ann Street near the Rockhampton Botanic Gardens; and Kent and Archer, a wellness and health centre on Archer Street.
