Bail refused for Goodna man Ronald Kiem who bit police officer, drew blood

Drunken behaviour and threats of physical violence allegedly ended in a police officer being bitten and blood drawn, an Ipswich court heard.

An Ipswich man has been denied bail after allegedly biting a police officer to the point of drawing blood and threatening to “kill everyone”.

Ronald Kiem, 38, appeared in Ipswich District Court via video link from custody on Friday, December 3.

He appeared to make an application for bail in respect to three charges, including obstructing police and serious assault of an officer by biting.

The court heard Kiem had been living with another man, his carer, for 11 years, who he threatened to kill on three occasions between June and August last year.

Prosecutor Jessica Mills said each offence involved the “same drunken behaviour and threats”.

She told the court Kiem engaged in a verbal argument with the man in July last year, telling him: “I’m going to kill you. I’m going to stab you.”

The Goodna man allegedly made threats of a similar nature to his carer in proceeding and succeeding months.

“We did speak to the aggrieved,” Ms Mills said.

“He said that he doesn’t want him back but he reluctantly agreed.

“He said ‘where else is he going to go? He’s going to keep doing it’.”

Magistrate Dennis Kinsella said Kiem threatened to “kill everyone”, threw property around, and obstructed police when ultimately arrested.

Kiem allegedly threatened to assault officers if they touched him.

The court heard he struck out at police and bit an officer when handcuffed, drawing blood.

Mr Kinsella said he had taken into consideration that Kiem had an intellectual disability and a low IQ, as well as possible mental health issues such as schizophrenia.

He noted alcohol also seemed to be a key factor in his alleged offending.

Kiem’s bail application, which was opposed by the Queensland Police Service, was refused by Mr Kinsella.

The matter will next be mentioned in Ipswich Magistrates Court on December 15.
