Eagle St Collingwood Park development with child care centre, swim school and fast food outlet proposed near Woolworths

The development is proposed for a vacant site adjoining a Woolworths supermarket in a fast-growing suburb, with a fast food outlet also forming part of the plans.

Plans for a 120-place child care centre, swim school and fast food premises have been submitted to Ipswich City Council with the development proposed to sit next to a Woolworths supermarket in one of the city’s fastest growing suburbs.

The development application was submitted by Play and Learn, which operates 10 other centres around southeast Queensland, including one at Karalee.

The 7000 m2 site on Eagle Street in Collingwood Park previously had approval for an extension to the adjoining shopping centre including a service station, child care centre and four retail outlets, but it lapsed.

The land is owned by Play and Learn Development (CP) Pty Ltd.

Fresh plans for the vacant site include a 823 m2 child care centre with a 875m2 outdoor play space, which is proposed to open 6.30am to 6.30am Monday to Friday.

The centre would require 18 full-time staff, with 33 car parks proposed.

A 479 m2 indoor swim school with 41 car parks, which would operate between 6am and 10pm seven days a week, is also planned.

A drive-through fast food outlet planned to open seven days a week with 13 car parks completes the plans.

“The proposed development is located adjoining the existing Collingwood Park Marketplace Shopping Centre,” the application noted.

“An integrated development to complement the existing Woolworths Shopping Centre Complex is proposed that seeks to achieve effective vehicular and pedestrian access to and through the site.

“Substantial earthworks across the site will be required to prepare suitable building pads for the development.”

The site is already zoned as local retail and commercial zone.

“The intention right up until just prior to submission of this development application was that the indoor recreation use would be for a gymnasium,” the application noted.

“However, the applicant has secured a swim school tenant for the site and thus this is the use that is being applied for.

“The architectural plans and consultant reports have been developed for a gymnasium however the swim school will be established in the exact same building footprint.

“The assessment considerations for a swim school are the same as for a gymnasium, and lesser in terms of acoustic impact due to the reduced hours of operation (i.e. the gym was proposed as a 24-hour, seven day per week operation).”

A pre-lodgement meeting was held with the council in October last year.

“The feedback from the meeting has been incorporated wherever possible into the proposed development,” the application noted.

“The most notable change from that meeting is that the proposed service station has been removed and, in its place, an indoor recreation (swim school) has been added.

“A public pedestrian connection through the development was discussed.

“Council did not support land dedication to council for a public pedestrian walkway through the development, however private pedestrian connections have been provided to enable permeability with the surrounding residential development.”
