Cr Chapman said the grant should spark the building industry again, as well as keep the local housing industry at an affordable level.
"It's $10,000 and there's also another $20,000 elgibility for the first home buyer," Cr Chapman said.
"If you're a first home buyer and you're earning as a single person under $85,000 you're elegible for this other $10,000.
"But if you're partners, there's two of you, your income's got to be under $100,000."
Cr Chapman said the grant was available across the entire Fraser Coast region.
"This goes out to Glenwood, Howard, down to Tinnanbar," he said.
Cr Chapman said the money was left over from a former grant for infrastructure within the Urraween area mainly.
"There was over $1 million left and we negotiated with the Federal Government, Keith Pitt and Llew O'Brien and asked them, could we keep that $1million and give it out across our whole region to build our infrastructure," he said.

"They both agreed, they both thought it was a great idea, they both went to Canberra and advocated for us and this is what's happened."
Cr Chapman said they were welcoming people from across Australia to help grow our region, making the grant available to anyone who wanted to move to the Fraser Coast.
"My main push is to get this place growing and to grow it positively," he said.
Cr Chapman said he was confident the economy was going to move in a positive direction in 2018.
