Serial car thief Harley Philp slapped with prison term

A repeat car thief was told he would not receive any more chances when he fronted Toowoomba court after he was caught driving a stolen car high on meth.

A Dalby man spent two days coming down from methamphetamine in a watch-house, while he waited to be sentenced at the Toowoomba Magistrates Court for a raft of crimes he committed on April 14.

Police prosecutor Kinsley Weir said recidivist car thief and drug offender, Harley Raymond Philp, was caught driving a car that had been stolen from a 73-year-old Westbrook man’s business on February 8.

Senior Constable Weir said officers had been tracking the stolen vehicle when they found an intoxicated Philp behind the wheel, who was in possession of a small bag containing crystals and a small amount of cannabis.

Senior Constable Weir said Philp was in such a state that police were not able to interview him, however he did say he bought it from a mate for $650.

Police also found the original number plate on the back of the car had been painted, and the one on the front had been swapped with a false plate.

Senior Constable Weir said Philp needed more supervision, given throughout the past three months he was in court for similar offending and was given the benefit of a probation order on three different occasions.

Solicitor Brad Skuse said the 27-year-old had been working on his sobriety, but relapsed 14 days into it when he found out his grandfather had passed.

Mr Skuse said Philp already had a mental health plan in place, was working with Lives Lived Well, and also had the support of his pregnant girlfriend.

The court was told Philp began using drugs at 14 after a traumatic experience where he came across a burning car that claimed the lives of more than one person.

On Monday morning, April 17, Philp pleaded guilty to the unlawful use of a stolen car, receiving tainted property, possessing tainted property, altering a number plate, driving without a licence, possessing drugs and drug utensils.

Philp was told he held the keys to his jail cell before he was sentenced to a nine month jail term with immediate parole.

His licence was also suspended for two years.
