Dalby man Harley Raymond Philp’s impassioned plea for release falls on deaf ears

A Dalby man with a “shocking” criminal history, who was on parole for drug trafficking, has found himself back behind bars after police located drugs and a weapon at his property.

A drug offender back behind bars after breaching parole has told a magistrates he wants out of prison to support his kids after their mother died.

Harley Raymond Philp, 29, appeared in the Dalby Magistrates Court on Tuesday and pleaded guilty to possessing cannabis, methamphetamine, GHB, a bong, syringes and pipe, and a butterfly knife.

The court was told police conducted a raid at Philp’s property on January 8, 2025 discovering the drugs and drug utensils around his house, all in small quantities.

Police prosecutor Chris Hutchins said they located less than a gram of cannabis, 10ml of GHB and residues of meth in a small zip lock bag and there was “no suggestion they were anything but for personal use”.

They also found a sharpened butterfly knife classified as an M class because it could be opened with one hand.

Philp had been held in custody since January 9 for 124 days and at the time was on parole after being sentenced in Toowoomba Supreme Court in 2023 to three years in jail for drug trafficking after he trafficked drugs including methamphetamine and LCD in Toowoomba, Dalby and Warwick over a five week period.

Over AVL Philp told magistrate Kathleen Payne he had two children and two step-children and his partner had recently died so he wanted to get out of prison as soon as possible to be with them.

Taking into account the small quantity of drugs and Philp’s personal circumstance Ms Payne sentenced him to no further punishments and ordered the forfeiture of the knife and utensils, however as a result of the offending his parole from the Supreme Court sentence was revoked.

Philp will be eligible for parole in 12 months.
