Masterplan and potential cost of region’s beachside community upgrade explained

Moore Park Beach is one step closer to being home to a substantial development aimed at improving several community facilities, but it’s still early days.

The Moore Park Beach Masterplan: Spaces and Places was endorsed at the Bundaberg Regional Council’s ordinary meeting on Tuesday, April 27.

According to the meeting’s agenda, the council engaged InsiteSJC to assist in the development of a Masterplan for a Community Hub centred around several key facilities within Moore Park Beach, including the Community Hall, the Surf Life Saving Club and the Holiday Park.

“Community consultation of the masterplan has been completed, and community feedback has been received on the design,” the background outlines.

“The community consultation included a public presentation, a survey, and targeted engagements with specific groups and council staff.”

During the meeting, Mayor Jack Dempsey thanked the community and councillors who attended consultation phases for the plan.

Division 1 Councillor Jason Bartels, who seconded the motion, also thanked those involved in the masterplan for Moore Park Beach.

Cr Bartels said he was confident the community would be happy with what was proposed in the final draft plan.

He called on his fellow councillors to “support the Moore Park Beach masterplan and adopt it in its entirety so that we can allocate funding in the upcoming budget deliberations to enable the first stage of this exciting development to commence as soon as possible”.

His call was heard — the motion was passed unanimously.

The Spaces and Places plan states that the plan area extends from Claude Dooley Park and Palm View Drive at the northwestern end, along Pacific Boulevard to the Moore Park Beach Holiday Park and to Lassig Street at the southeastern end.

The report recommends the project could be split across several development stages, the first of which includes the surf lifesaving club and a community deck.

Bundaberg Regional Council strategic projects and economic development executive director Ben Artup said the Moore Park Beach masterplan was developed following feedback from the community.

“The masterplan aims to improve the liveability of Moore Park Beach and attract additional visitors to the region,” Mr Artup said.

“The additional services to be delivered to the community of Moore Park Beach will offer greater enjoyment and utilisation of parks and open spaces.

“There will also be improved facilities for community organisations which will support them in delivering their services to the public.”

Mr Artup said the extent, and therefore, the cost of stage 1 was subject to how much funding could be secured.

“Pending funding, it is hoped that stage 1 works will focus around a new Surf Life Saving Club and include a community deck and improved links back to the community centre,” he said.

“These works were identified as a high priority by the community throughout the consultation process.

“Council’s next steps will be to undertake the detailed design of the community’s high-priority items and then deliver as funding becomes available.”

According to the report, the potential indicative costings total is $15,285,000, based on the spaces and places plan drawing.

Mr Artup said the $15m was an indicative cost estimate based on the details available at this stage of the project’s development.

“Final costings will not be available until the detailed design process is completed,” he said.
