ANNA Bligh has insisted Labor had transformed Queensland over the past decade and has a plan to continue with this agenda.

Addressing the Committee for Economic Development of Australia, the Premier today said that at the turn of the 21st century, Queensland was a low skilled economy with the worst health system and a year less of schooling.

"In the decade since we have overhauled and transformed ourselves and our place in the Australian nation," she said.

"I came into the ministry on the eve of this century and I've never been motivated by wanting to tinker at the edges."

Ms Bligh said another wave of opportunity was coming to Queensland and knowing how to "catch it and surf it" was the biggest challenge.

She laid out three principles on how Labor would use the boom, making sure all Queenslanders benefited, transferring wealth from "mines to minds" and growing the skilled workforce.

"Our task is to harness this boom, to pour it into the minds and skills of the next generation," Ms Bligh said.

Her comments followed yesterday's fourth anniversary of Ms Bligh becoming premier, when she listed her proudest achievements.

Ms Bligh was made premier upon the resignation of Peter Beattie exactly four years ago yesterday and won office in her own right in the 2009 election.

She celebrated the milestone on a visit to Brisbane's Our Lady of Dolours Primary School, celebrating its 60th birthday.

She said she had led Queensland soundly through the global financial crisis and delivered better education, created jobs and protected the environment.

Boosting the liquefied natural gas industry was also on her list of achievements.

"But there's a lot more to be done," she said.

Asked whether she'd win another three years, she said that was up to voters.

Opposition leader Jeff Seeney had a different take on the anniversary.

He said a "reign of pain" had occurred under Ms Bligh, with the loss of the state's AAA credit rating, ballooning state debt, asset sales, the health payroll debacle, and rising household bills.

"Queensland's downhill slide under Labor has only accelerated since Anna Bligh took over," Mr Seeney said in a statement.
