Washington | Vladimir Putin’s declaration that he is putting Russian nuclear forces on a higher alert, plus a series of threatening global actions, has raised concerns about a new era of nuclear rearmament.

That’s according to Henry Sokolski, who worked on the removal of 1700 nuclear weapons from Ukraine after the collapse of the Soviet Union in 1991.
