Tony Abbott and Julie Bishop at odds over China comments

Prime Minister Tony Abbott and Foreign Affairs Minister Julie Bishop are at odds over comments made by one of Mr Abbott's chief public service advisers that China is incapable of playing a leadership role in world affairs.
Mr Abbott on Tuesday defended comments by Department of the Prime Minister and Cabinet secretary Michael Thawley that Beijing was neither "willing or able to play a serious global leadership role".
