Prime Minister Tony Abbott's chief adviser has played down China's ability to assert a global leadership role, in remarks that surprised participants in a high-level forum at Australian National University.

Michael Thawley, head of the Prime Minister's department, also provided a forthright endorsement of the need for Australia to boost its military capabilities to cope with new regional challenges.
