It might seem to be a contest these days between whether the arthritic hand of bureaucracy or the incompetence of Qantas annoys the public more.

But documents obtained from freedom of information laws show the public service and airlines can sometimes pull the lead out. Hallelujah. Maybe it’s a leap-year thing.
