Not many Sydneysiders have heard of Frank Howarth, but he is one of the people in power holding back the city.

Howarth is not an architect. But as the chair of the Heritage Council of NSW, he represents the architectural establishment, which is opposed to what it sees as the progress of a property developers’ campaign to build more apartment buildings in Sydney.
