The public servant being paid to hold back Sydney
NSW Heritage Council chairman Frank Howarth should end his opposition to building offices and apartments above Sydney’s Central Station.

Howarth is not an architect. But as the chair of the Heritage Council of NSW, he represents the architectural establishment, which is opposed to what it sees as the progress of a property developers’ campaign to build more apartment buildings in Sydney.
