Canberra may like to think that the biggest military peace-time exercise since World War II, Kangaroo 89, is all about testing Australia's newest defence doctrine, the principle of self-reliance.

But while the exercise could prove a valuable test for all sorts of military objectives, including the Australian Defence Force's new command structure, what the exercise is highlighting is that Australia still has to lean heavily on Uncle Sam.
