ICAC never intended to be a ‘morals tribunal’: Sturgess

A public servant credited as an architect of the NSW Independent Commission Against Corruption says the commission is operating far beyond its original intended scope, and should never have been given jurisdiction to investigate breaches of the ministerial code of conduct.

Public service expert Gary Sturgess has hit out at an ICAC investigation into former premier Gladys Berejiklian, calling it unfair for making a judgment based on a code of conduct rather than a criminal breach, and described its finding of corruption against the former premier as an overreach of its remit.
