As a doctoral student at Oxford University in the 1990s, Matt Qvortrup was taught that Australia’s 1967 landmark vote on Indigenous rights represented the world’s “best referendum”.

The push to give parliament powers to make laws about Aboriginal and Torres Strait Islanders and to count them in the national census won more than 90 per cent support from voters – Australia’s biggest ever endorsement of a referendum question.
