For Victoria, leaving stage 4 and entering "COVID normal", requires no new cases for 28 days, no active cases in the state, and no outbreaks of concern in the rest of Australia. Good luck with that.
In the middle of last week, Melbourne's the Herald Sun published a leaked draft of Daniel Andrews' proposed road map for reopening Victoria's economy.
It said the severe stage four lockdown would be prolonged for two weeks beyond September 13 before anything was relaxed.
