Labor's decision to allow heavy polluters to offset emissions using international carbon credits has "substantially'' reduced previous estimates of the negative economic impact of its climate policy, new modelling shows.
But the forecast impact on the economy, power prices and employment would still be greater than that of the Coalition's policy.
