Key states have broken ranks and will shut schools before the holidays with no guarantee they will reopen, while all the states have agreed to shut immediately a number of so-called "non-essential businesses'' as well as places of worship.
In addition, every state except Victoria, Queensland and NSW has either shut its borders or imposed tight restrictions on movement, while the federal government has advised against all non-essential domestic travel.
