NSW political staffers have scrambled to blame a former government minister for a $140 million pork-barrelling scheme.
A State Parliament inquiry into a government council grants program has been directed to former Local Government minister Gabrielle Upton, now parliamentary secretary to the Premier, with her ex-chief of staff saying she had questions to answer.
