Labor should avoid carve-outs for trade-exposed businesses and other exemptions from planned industrial emissions reforms to make way for an eventual nationwide carbon market, says former Energy Security Board chief Kerry Schott.
Energy and Climate Change Minister Chris Bowen is working up a series of safeguard mechanism changes to cut emissions across the nation’s 200 or so largest polluters.
