Just over four weeks ago, on June 9, Victoria recorded no new virus cases, and a few days later dipped below just 50 active cases in the entire state.

The mood was exuberant. After three months of lockdown, children were returning to school, restaurants, cafes, pubs and beauty parlours were opening up and family gatherings of up to 20 people were allowed into homes.
