When Scott Morrison, Josh Frydenberg and Mathias Cormann met in Canberra before Christmas to finalise the strategic direction of this pre-election budget, they set the Coalition government two non-negotiable goals.

Prioritise large personal income tax cuts and generate the first budget surplus in 12 years to distinguish the government from Labor on economic management.
