There was a touch of lament in Scott Morrison's voice on Tuesday when he used his speech to the Australian Financial Review Business Summit to clear the decks for blowing the budget.

Like Maxwell Smart's "missed it by that much'', the Prime Minister dwelled briefly on how close the government thought it had come to returning the budget to surplus.
