Opposition Leader Bill Shorten has acknowledged some voters will be unhappy with Labor's tax agenda, but said "there was a mood for change in Australia'' and closing "tax loopholes" was essential to guarantee equality and essential services.

Prime Minister Scott Morrison warned the economy faced uncertain times ahead as he urged voters to take into account the past five-and-half years of jobs growth and that the budget was on track to return to surplus under the Coalition.
