Qantas' focus has turned to intra-state flights, with the airline's top service between Brisbane and Cairns, as tough pandemic-induced state border restrictions continue to curb recovery plans for the local aviation sector.

Chief executive Alan Joyce said the carrier was operating at 20 per cent of its pre-pandemic capacity in the domestic market, during a speech marking its results for the 2020 financial year.
