Australia needs clear rules on when state borders should be opened to stop businesses going under and people losing jobs, Sydney Airport chief executive Geoff Culbert said after the company went into a $2 billion equity raising and reported a $51.8 million interim loss.
"We have inconsistencies across the states and that's creating a huge amount of confusion for everyone," Mr Culbert said.
