The Morrison government is standing firm on using "carry-over credits" to help it reach its 2030 emissions reduction targets despite being chastised at international climate talks.
Australia - along with the United States, Canada, Russia, India, China and Brazil - has been criticised for not setting tougher targets at the COP25 summit in Madrid.
