Transition planning has started for potential handover from Daniel Andrews to Jacinta Allan

The transition to Victoria’s next Premier is under way as speculation mounts that Daniel Andrews’ successor may take over at a moment’s notice.

Succession planning for a potential handover of power from Daniel Andrews to Jacinta Allan has accelerated, prompting speculation the Premier is closing in on the end of his political career.

Multiple sources have told the Herald Sun that transition planning has been under way in recent months, with the Deputy Premier advised to start building a team around her that would be ready to hit the ground running at short notice.

It is understood several staff have already been identified to fill senior roles under a potential Allan administration.

As well, some staff working for Mr Andrews are now considering future employment opportunities away from the government.

While Mr Andrews has committed to serving another full term, the Herald Sun has been told significant work is being done to prepare his next move, which is understood to include a range of business interests, locally and overseas.

Jostling is also under way over who could be the next deputy premier, which has fuelled further speculation that a shake-up is on the horizon.

Labor MPs say they have noticed many Cabinet ministers canvassing the support of caucus colleagues over senior leadership roles.

Public Transport Minister Ben Carroll, from the party’s Right, is considered to be a contender for the job after missing out last time.

Others floated for leadership roles include those from Labor’s left such as Health Minister Mary-Anne Thomas, Mental Health Minister Gabrielle Williams and Energy Minister Lily D’Ambrosio.

All of those names in contention are understood to have recently launched charm offensives with their Labor colleagues.

These discussions have prompted internal rumblings that a change is on the cards.

If Mr Andrews steps down, Ms Allan is widely tipped to be the next Premier, enjoying the support of the largest faction, the Premier’s Socialist Left, putting her well ahead of other contenders.

However, if another MP nominates from within the caucus and receives a fifth of the vote, a ballot would be held among Labor Party members and sitting MPs. A caretaker Premier would have to be installed.

The successful party leader would need a combined 50 per cent of the vote from both these groups. Party insiders believe there is still a chance the leadership tussle could go that far unless a deal is struck that would prevent going to a ballot.

One Labor insider, who asked to remain anonymous, said: “There’s no doubt that Ben is talented, as are many others in caucus.

“He is one to watch, with clear ambition for the top job.

“However, he has a long way to go to convince the main players and push for a full rank-and-file ballot.”

Mr Andrews’ actual exit date is a tightly held secret, likely known only by his family and most trusted advisers.

Other insiders have poured cold water on an imminent move and say the Premier is unlikely to go while his children still attend school.

He currently requires a security presence for his safety and is likely to for some time, prompting speculation he would live overseas when he quits politics where he would not be as easily recognised.

The completion date for the Metro Tunnel, whether that be 2024 or 2025, is regularly floated as an ideal moment for Mr Andrews to walk away from the role.
