Police continued to covertly watch the car until it allegedly rammed a stationary police car after turning onto Compass Way.
The officers in the car were not seriously injured.
A police spokesman said the Holden drove off through a nearby paddock causing police to start a pursuit.
Police chased the car through Geelong West, Corio and Geelong before officers were able to successfully deploy stop sticks.
The car came to a stop near Anglesea Rd, Waurn Ponds and police arrested the 21-year-old man driver.
Victoria Police confirmed on Tuesday afternoon the Torquay man had been charged with a swag of offences.
These included two counts of aggravated reckless exposure of a police officer to risk by driving, dangerous driving, theft of a motor vehicle, reckless conduct, possession of a controlled weapon, failing an oral fluid test, failure to stop on police direction, and driving while exceeding prescribed concentration of drugs.
He was remanded to appear at Geelong Magistrates Court on July 15.

Earlier in the night, another police car was rammed by a Holden in Blackburn, with two people charged as a result.
Police followed the Commodore to the rear carpark of a nearby hotel, where it allegedly did a number of laps around the carpark before stopping.
