Development Plan Amendment approved for Cement Hill site at Seacliff Park
An old, derelict site at Seacliff – which has sat vacant for decades – is set to undergo a huge transformation with development finally moving forward.

A long-awaited housing development finally has approval to begin planning at Cement Hill after decades of setbacks.
Planning Minister Vickie Chapman has approved the Development Plan Amendment (DPA), which will allow developer Seacliff Group to move forward at the 12ha site.
The Seacliff Park site has sat vacant for decades after plans to develop a housing and business hub hit a number of roadblocks.
Seacliff Group has not revealed its full proposal for the site but will now be able to proceed with preliminary planning.
Ms Chapman said the approval was a major step in the right direction for the project.
“For decades the site at Seacliff Park has sat unused and has become derelict and an eyesore for local residents,” she said.
The former mine and quarry has been a constant target of vandals with local residents campaigning for development at the site for decades.
Environment and Water Minister and local MP David Speirs said the community would welcome the announcement.
“Since I was elected to council ten years ago, there hasn’t been a month when I haven’t been involved in advocating for the clean-up and development of this site,” he said.
“Residents in the Marino, Kingston Park and Seacliff have regularly contacted me expressing their frustration about the dilapidated site and they will be delighted that a new ‘gateway’ to our community will unfold in the coming months and years.
“This will allow the land developers to get on with the project which will transform the local area and create significant economic stimulus when it is needed most.”
The DPA approval allows the developer to commence planning for commercial and residential development at the site.
Current estimates have construction at the site creating more than 900 jobs during construction and up to 477 at its completion.
“The Seacliff Group is excited to finally be able to realise the vision of creating a fully planned mixed use community on such a unique coastal site and we eagerly look forward to working with State Government and councils to unlock the delivery phase of the development,” Seacliff Park development manager Michael Visintin said.
