David Aitken along with Architects Anne Rubbo and Kurt Seitler submitted a concept plan to the Circular Quay Competition for the Cahill Expressway in the late 80’s following promises by Labor to demolish the structure after completion of the first Harbour Tunnel. We proposed instead of demolition, opening up the quay square at ground level by removing the nasty infills to the structure and providing a glazed two storey Pavilion to the existing expressway deck that would form the Quay Passeggiata. This  of course was long before the New York Highline so people didn’t have such a Trope to visualise the scheme with and most of the judging panel lacked any creative vision and put it into the too costly basket even though our scheme, like the Opera House would rely on some State Lottery funding as per our slogan:  BUY QUAY LOTTERY TO WALK THE QUAY
