Victoria is confident it can extend its streak in the under-17/18 Combined Affiliated States and Territories but it could face a threat from within, looking to end it.
The home state will start as red-hot favourites for the tournament which begins on Friday and can be streamed live and exclusive on KommunityTV.

Victoria is aiming for its 15th straight title, winning all under-17 and under-18 titles since the tournament began in 2009.
Looking to stop them this year will be Western Australia, Northern Territory and an invitational team made up of Victorian players and South Australian players.
Victorian coach Clive Leota said the invitational team was created to allow South Australia to have a presence in the tournament.
But it could also be a dangerous team with a sprinkling of Victoria’s players and the chance to prove people wrong by having them in the invitational team.
“Victoria should come out on top, being the stronger team on paper,” he said.
“But I’ll be stressing to them (the invitational) you might be an invitational team, but anyone can look good in a stacked good, it’s whether you look in a not so stacked team.
“As long as you do your own job with it and look good at the end of the day (that’s important).”
Leota said Western Australia would be a major threat but was confident of success over the three games during the tournament.
“The last two games (invitational and WA) will be hard games for us,” he said.
“My expectation is we should win all our forward battles against everyone this weekend.
“They’ve got Harold Matthew’s experience so they should be winning the middle.
“The intention is to win every game.
“We should do alright.”
Leota said Harlen Smith, Anaias Teao and Tepaina William were the players to look out for.
“Smith’s our centre, he’s part of the Harold Matthews squad and he’s definitely up there as a player to watch,” he said.
“Teao is a real strong runner, can play at prop and as lock as well.
“William is one of our strong second rowers and can run strong lines.”
The tournament starts on Friday afternoon.
