Victoria’s justice system remains in crisis, amid warnings it could take a decade for the growing court backlog to recover. 

The nation is set to be plunged into a third La Nina weather system that will batter the east coast with drenchings of rain and cause more floods, possibly erasing the prospect of any protracted sunny weather for six months.
