Twelve suburbs in Penrith have now been placed under the strictest lockdown conditions in Sydney, as thousands yesterday flocked to Homebush to get vaccinated.Haircuts are among the services that could return when vaccination rates are high enough, even if strict lockdown measures are still required across Greater Sydney.
