A man allegedly involved in holding and torturing a teenage victim for 12 hours has been granted bail, with a court hearing the alleged ordeal was recorded on video.
Liam Hopkins, 21, is alleged to have said “I love torturing you, c***” after detaining a 15-year-old in Norlane with three other co-accused.
He appeared in the Geelong Magistrates Court yesterday via the Melbourne Remand Centre, with the court hearing he had been involved in similar alleged offending in Queensland.
The court heard the alleged assaults had taken place “at night” and in the company of peer groups described as “incredibly problematic”.
Mr Hopkins has been charged with producing child abuse material, unlawful imprisonment, detaining a victim against his will, intentionally causing injury and making threats to kill.
Prosecutors will allege the offending took place over April 25 and April 26 at a Norlane address.
In applying for bail, his defence counsel acknowledged the seriousness of allegations before arguing his risk could be mitigated under strict conditions.
“He is more aware than ever at what is at stake,” she said.
“He is an individual with significant vulnerabilities.”
Police prosecutors disagreed, saying he “was an unacceptable risk”.
Mr Hopkins had previously been charged with 10 breaches of bail on unrelated matters when he was 19, the court heard.
Magistrate Ann McGarvie said without constant supervision, Mr Hopkins was a “very high” risk to the community.
In an alleged separate incident, another 15-year-old was assaulted and held by the man and a group of people.
“While he was on bail for that matter, he is alleged to have offended against this victim in a very similar manner,” Ms McGarvie said.
“This victim, again, was held and tortured for 12 hours and it was all videoed.
“So it is a very, very strong case against Mr Hopkins.”
However, Ms McGarvie said his risk “can be minimised with 24 hour support” before granting bail under strict conditions.
These included 24-hour supervision, seven days a week at a residence in Melbourne, where he is unable to leave between 9pm-7am unless in the company of a support worker.
He was to have no contact with the victim, witnesses for the prosecution or his three co-accused, and was banned from entering Greater Geelong unless in the company of a support worker for legal appointments, medical appointments or court attendance.
“He will be monitored 24 hours a day … I will impose very strict conditions, and if he breaches any of them an urgent revocation of bail can be made at any time before me,” Ms McGarvie said.
“I will revoke bail because I will not allow another person to be harmed by Mr Hopkins.
“But I am going to give it a chance.”
Mr Hopkins must report to Werribee police station twice a week.
He will next appear in Geelong on July 29.
