AIRPORT developer John Wagner said he would welcome an opportunity be be part of a consortium to build Sydney's second airport.

Prime Minister Malcolm Turnbull and Federal Infrastructure Minister Paul Fletcher will sign off on the Badgerys Creek plan today.

Mr Fletcher said in a statement the Airport Plan for the Western Sydney Airport has been finalised.

Determining the Airport Plan authorises the construction and operation of Stage 1 of the proposed airport at Badgerys Creek.

Mr Wagner said Wagners was the only company in Australia that had built an airport from start to finish in the last 50 years.

Brisbane West Wellcamp Airport near Toowoomba was built by the Wagner family in about 18 months and opened in 2014.

"We've got plenty of experience and have proven we can make things happen," Mr Wagner said.

Mr Wagner said if the company was successful in tendering for the project the Wagners civil construction team would be involved, creating employment.

Mr Fletcher said the airport was an "economic game-changer for Western Sydney", with the airport to be the first capital city greenfield airport project Australia had seen in decades.
